Michael Kroopnick

Michael (“Mike”) Kroopnick helps lead the Firm’s Declaratory Judgment Department.  In that capacity, he defends healthcare providers who treat injured parties with No-Fault insurance coverage against insurance carriers that have filed legal action seeking to disclaim coverage.  His efforts have resulted in countless settlements on behalf of healthcare providers who have been denied No-Fault benefits that injured parties assigned to them.

Mike has been involved in a variety of civil litigation representing both plaintiffs and defendants.  Through settlements and trial, he has procured favorable outcomes on behalf of plaintiffs in catastrophic injury, medical malpractice, product liability, and wrongful death cases.  He served as local counsel in a nationwide, mass tort action against a group of pharmaceutical manufacturers that resulted in an $85 million settlement.  On the defense side, he helped defend the donation practices of a multinational pharmaceutical company under government investigation.

Along with personal injury law, Mike has practiced land use and environmental tort law, as well as federal administrative law.  He successfully led a coalition of residents of Washington, D.C. to secure changes to the District of Columbia’s Zoning Code that required developers of large-scale retail buildings (i.e., “big-box stores”) to obtain a conditional use in order to proceed with this category of development.  In the field of environmental torts, the Maryland Court of Appeals adopted arguments he briefed that the owner of a contaminated campground resulting from the run-off of private septic tanks could file claims against the municipal government for inverse condemnation and that her claims were not time-barred despite a lapse of over 10 years.

In addition to the practice of law, Mike has expertise in public-private partnerships and affordable housing finance.  His research in the use of public-private partnerships to create affordable housing culminated in the publication of Affording Baltimore: Public-Private Approaches to Workforce Housing by The Urban Lawyer.  His work has been published by The Baltimore Sun and the Maryland State Bar Association.

Mike earned a Juris Doctor degree from the University of Maryland, School of Law and a Master of Public Policy degree from the University of Maryland, School of Public Policy.  He earned a Bachelor of Arts degree, Phi Beta Kappa, from American University.
